Penny's Bay Quarantine Center Phase II, comprising 707 quarantine units, was constructed by Aluhouse. The project was built entirely using the Modular Integrated Construction (MiC) method, consisting of 45 buildings with 707 prefabricated modular units, all manufactured within approximately four weeks. The facility is also equipped with a medical station, an electromechanical equipment room, and a command center to ensure comprehensive functionality.

Each quarantine unit covers an area of approximately 18 square meters, designed for single-occupancy quarantine use. The units are delivered with high-standard interior finishes, including a private bathroom, electrical and water facilities, a single bed, a wardrobe, and a dining set, among other essential amenities. Outdoor facilities feature independent sewage systems and covered walkways for enhanced convenience and hygiene.

The overall design complies with the Hong Kong Buildings Department’s MiC regulatory standards. In terms of materials, aluminum alloy panels were innovatively used for both exterior and interior walls. The design incorporates vibrant color schemes and botanical-themed patterns, creating a lively and relaxed atmosphere throughout the quarantine center. Furthermore, the structures are designed for future relocation and repurposing, such as for transitional housing or temporary accommodations.
