The Phase 1A Penny's Bay Quarantine Center, comprising 110 quarantine units, was constructed by Aluhouse. The project consists of six double-story buildings and one single-story quarantine structure, all erected using the Modular Integrated Construction (MiC) method. The prefabrication of the 110 modular units was completed in approximately four weeks, with all units successfully delivered by April 5, 2020.

Each unit, with an area of approximately 18 square meters, is designed to accommodate one person for quarantine purposes. The units are delivered with high-quality interior finishes, including a private bathroom, electrical and water facilities, a single bed, a wardrobe, and a dining set, among other essential amenities. The outdoor design incorporates independent sewage systems and covered walkways to ensure functionality and convenience.

The overall design complies with the Hong Kong Buildings Department's MiC regulatory standards. In terms of materials, aluminum alloy panels were innovatively adopted for both exterior and interior walls, featuring vibrant and lively colors to enhance the atmosphere of the quarantine center. Furthermore, the structures can be relocated and repurposed for transitional housing or temporary accommodations in the future.
