Keys in hand — and a new life begins at the door. The Light Public Housing project at Yan Po Road in Tuen Mun has now formally begun handing over units, with the first households receiving their keys ahead of Mid-Autumn Festival. The Secretary for Housing, Ms Winnie Ho, visited the project on handover day and wrote on her social media account: "This was not another viewing trip — it was handover day. Once again I watched families open a door onto a new life." She described the keys as "the best gift before Mid-Autumn."

 

 

Around 5,600 Flats Handed Over

A Livelihood Project Delivers Again

 

 

Yan Po Road in Tuen Mun is a key part of Hong Kong's Light Public Housing programme. It comprises four 19-storey residential blocks providing around 5,600 flats, and is being built by a joint venture of China Construction Science & Industry Green Technology and AluHouse.

 

Light Public Housing is a livelihood initiative introduced by the HKSAR Government in 2022, with a target of about 30,000 units within five years. Priority goes to grassroots families who have been waiting for conventional public rental housing for more than three years, so that they can leave subdivided flats and settle sooner. As projects complete and hand over one by one, that commitment is turning from a blueprint into lit windows across the city.

 

 

Yan Po Road is an early example of this accelerated housing drive. One- to two-person, three- to four-person and four- to five-person layouts are all provided, with monthly rents of between HK$900 and HK$2,010. Convenience stores, supermarkets, eateries, barbers and self-service laundries have opened up on the ground floor, alongside study rooms and after-school childcare. Dozens of bus routes stop just downstairs, and Ching Tin Shopping Centre, Yan Tin Shopping Centre and the market are three to ten minutes away on foot.

 

On handover day, Secretary Ho opened a new flat together with one family — a family about to leave a cramped subdivided unit, whose priority is that their children have a better place to grow up. "I believe the two children will have a proper place to do their homework and play." Community facilities meeting family hopes: that is Light Public Housing at its most vivid.

 

 

 

Four Towers in Eighteen Months

Manufacturing Speed, Delivered Across the Water

 

At Yan Po Road, about eighteen months passed from the first MiC modules rolling off the line to handover. What makes that pace possible is the MiC logic of factory prefabrication plus on-site assembly. A joint-venture total of 7,446 residential and functional modules were produced together: MiC casings by the CSCEC Green Technology smart manufacturing base in Huizhou, and aluminium windows, aluminium curtain walling and similar components supplied by the AluHouse base in Zhaoqing. Everything from kitchens, bathrooms and window and door systems down to soap dishes, shelving and drying racks was installed before the modules left the factory. Modules arrived on site and went straight up; once water and power connections were made, the flats were ready for occupation.

 

 

Digital control is applied across the project. Every module carries its own number and QR-code "identity card", so production, quality inspection and logistics records can be traced throughout, and lifting proceeds in an orderly production line on site. The Light Public Housing programme as a whole has set a new Hong Kong pace — one component lifted every ten minutes, one floor every three days.

 

SS N520 Moves as One

Four Sites Delivered in Parallel

 

SS N520 is the first large-scale project for which the Architectural Services Department has contracted MiC fabrication and transport directly. It covers four sites — Yan Po Road and Ching Fat Street in Tuen Mun, Sheung On Street in Chai Wan, and Hang Kwong Street in Ma On Shan — comprising 10 high-rise blocks, about 251,000 square metres of total construction floor area and nearly 16,000 MiC modules, which will provide close to 13,000 flats for grassroots families on completion. The joint venture partners bring complementary supply chains to the table, together sustaining high-intensity delivery across four sites running in parallel.

 

With Chai Wan Sheung On Street and Tuen Mun Yan Po Road now handing over keys in turn, the remaining two sites are progressing steadily to plan, and more families will reach their own handover day over the coming months.

From a module rolling off the line to keys in a resident's hand, the smooth handover at Yan Po Road marks another important milestone in AluHouse's contribution to Hong Kong's public housing. As the Light Public Housing programme enters its delivery phase, more projects built with AluHouse's involvement are reaching handover day.
